Dinamika Perubahan Kurikulum

Sejak 1947, Indonesia tercatat telah mengubah kurikulum setidaknya sebanyak 10 kali. Rentang waktu pergantian kurikulum juga tak lama, hanya sekitar lima tahun hingga sembilan tahun.

Para penentu kebijakan pendidikan tampaknya mudah tergoda untuk merubah kurikulum. Mungkin karena mengikuti trend sejumlah Negara maju yang sering gampang merubah kurikulumnya. Jepang misalnya, yang berganti kurikulum minimal dengan rentang waktu 9 tahun, namun belakangan juga gemar bongkar kurikulum untuk SMA karena banyaknya anak SMA yang justru masuk ke Akademi yang terkait dengan teknik, pertanian, perikanan, kesejahteraan masyarakat, dan lain sebagainya.

Inggris baru saja menetapkan Kurikulum 2014 untuk mengganti kurikulum 1988 dan belum terlihat ada tanda-tanda akan merubah kurikulum. Sementara di Amerika Serikat tidak ada kurikulum nasional, hanya menentukan mata pelajaran wajib dipelajari (mandatory) dan pilihan (elective).

Pergantian kurikulum di Indonesia tercatat dimulai tahun 1947 dengan nama “Rencana Pembelajaran” yang kemudian berganti menjadi “Rencana Pembelajaran Terurai” pada 1953. Kemudian berganti lagi menjadi kurikulum “Rencana Pendidikan” pada 1964 dan selanjutnya “Kurikulum 1968”.

Pergantian selanjutnya secara berturut-turut adalah “Kurikulum 1975”, “Kurikulum 1984”, “Kurikulum 1999”, “Kurikulum Berbasis Kompetensi (KBK)” 2004, “KTSP 2006”, “Kurikulum 2013”, sebelum akhirnya kembali lagi pada “KTSP 2006”.

Semenjak era Reformasi digaungkan, perubahan kurikulum yang terjadi di Republik ini terkesan syarat kepentingan politik dan ego sektoral. Betapa tidak kurikulum pertama yang lahir pasca Reformasi adalah Kurikulum Berbasis Kompetensi (KBK). Kurikulum Pendidikan ini lahir pada tahun 2004 pada masa Presiden Megawati dan Pada tahun 2006 belum cukup berumur 2 tahun harus diganti dengan dengan Kurikulum Tingkat Satuan Pendidikan (KTSP) pada era Presiden Susilo Bambang Yudhoyono. KTSP tahun 2004 bertahan cukup lama hingga akhir 2013 dan digantikan dengan kurikulum 2013.

Dinamika kurikulum pendidikan di Indonesia tidak berhenti sampai disana, tidak lama setelah era pemerintahan Joko Widodo yang pertama, Anis Baswedan Menteri Pendidikan dan Kebudayaan di era itu mengeluarkan Permendikbud Nomor 160 tahun 2014 tentang penghentian penggunaan kurikulum 2013 pada sebahagian sekolah dan pemberitahuan revisi kurikulum yang dilaksanakann hingga tahun 2016.

Dalam peraturan menteri tersebut menyatakan bahwa pemberlakuan kurikulum 2013 akan dilaksanakan secara bertahap pada semua jenjang sekolah dasar dan menengah di Indonesia hingga tahun ajaran 2019/2020. Dan hingga tahun 2018, Kemendikbud masih mencatat terdapat sekitar 78.000 sekolah yang belum melaksanakan implementasi Kurikulum 2013. Karena itu semua sekolah harus melaksanakan kurikulum 2013 pada tahun pelajaran 2018/2019. (Pikiran Rakyat, 30 Juni 2018).

Karena itu selama kurang lebih  5 tahun di era pertama Presiden Joko Widodo, dunia pendidikan di Indonesia tidak menggunakan standar yang sama. Sebagian sekolah menggunakan Kurikulum 2013 dan sedangkan sebagian lainnya masih menggunakan Kurikulum 2004 yang dikenal dengan Kurikulum Tingkat Satuan Pendidikan (KTSP).

Rencana Penyederhanaan

Menurut rencana, di tingkat SD nanti hanya akan ada lima mata pelajaran, yaitu bahasa Indonesia, matematika, bahasa Inggris, serta pendidikan karakter berbasis agama dan Pancasila akan menjadi mata pelajaran (mapel) utama. Mata pelajaran bahasa Inggris akan dihapus untuk SMP dan SMA, karena sudah dituntaskan di SD. Pembelajaran bahasa Inggris lebih difokuskan untuk mengajarkan percakapan. Bukan belajar tentang tata bahasa (grammar) seperti selama ini.

Kemudian, untuk tingkat SMP, akan diusulkan hanya ada lima mata pelajaran yang diajarkan kepada siswa. Sedangkan di SMA maksimal ada enam mata pelajaran, tanpa ada penjurusan. Karena siswa yang ingin fokus pada keahlian tertentu, akan dipersilakan memilih SMK. Karena SMK fokus mengajarkan keahlian tertentu. Karena itu ujian kelulusan SMK tidak hanya normatif, namun lebih ke praktis untuk mengukur keterampilan dan keahlian siswa.

Saat ini siswa SD belajar delapan mata pelajaran, siswa SMP belajar sepuluh mata pelajaran, siswa SMA belajar 13 mata pelajaran dan siswa SMK belajar 13 mata pelajaran. Mata pelajaran tersebut terdiri dari mata pelajaran wajib dan mata pelajaran pilihan.

Secara substansi, kurikulum 2004 atau kurikulum 2013 yang dipakai saat ini sebenarnya masih relevan dengan perkembangan zaman. Kalaupun ada rencana perubahan atau penyederhanaan kurikulum, tidak perlu harus membongkar habis.

Kurikulum 2013 telah dirumuskan agar 2013 dapat menjadi model pembelajaran abad 21. Hal ini dijadikan sebagai paradigma baru dalam Institusi pendidikan yang menekankan pada kemampuan peserta didik dalam mencari tahu dari berbagai sumber, merumuskan permasalahan, berpikir analitis dan kerjasama serta berkolaborasi dalam menyelesaikan masalah (Litbang Kemdikbud, 2013).

Hal ini sejalan dengan framework pembelajaran abad ke-21 yang dirumuskan dalam keterampilan 4C, yaitu Critical-Thinking and Problem-Solving Skills, Communication and Collaboration Skills, Creativity and Innovation Skills. (BSNP : 2010)

Selain itu pada kurikulum 2013 juga dikembangkan Literasi teknologi informasi dan komunikasi, serta Penguatan Pendidikan Karakter pada Pengembangan Karakter (Character Building) dan Nilai Spiritual (Spiritual Value). Keseluruh standar pendidikan di Indonesia ini dirumuskan menjadi Indonesian Partnership for 21 Century Skill Standard (IP-21CSS).

Penutup

Untuk memperbaiki dunia pendidikan Indonesia, kita memang tak boleh menutup mata dari perkembangan dunia.

Amerika telah mati-matian menggembleng para siswanya di bidang sains untuk mengejar China, Jepang dan Korea.

Singapura telah menaturalisasi para ekspatriat dari berbagai belahan dunia dan memberi banyak beasiswa kepada mahasiswa asing agar memberi warna baru dalam dunia pendidikan Singapura.

Mendikbud sudah bekerja. Kita berharap agar Pak Menteri ini terus istikomah dalam mengemudikan laju arah pendidikan nasional kita. Semoga kebijakan untuk merubah dan menyederhanakan kurikulum nasional ini merupakan salah satu ikhtiar untuk membuat pendidikan kita lebih baik dan lebih maju.
